Active X for IE donesn't work

I have open my C33-4X from Window10 IE11. The message "The activeX has not been installed or is old version. Please click here to download" always appears even I download and install many times.
I'd tried to connect to the camera from other browsers- chrome, firefox, edge, and the same message still appears even install the new version form vstarcam.com.
Wish somebody has seen and solved this problem. Thank you!
