connection refused error

Hi
I have a C26A webcam, the firmware version is 48.53.203.116, I can log in from eye4 app ok.
After a reboot I can open a stream using vls media player: rtsp://admin:xxxxxxxxx@192.168.0.13:10554/udp/av0_0

But when i close vlc and then try and open the stream the second time it fails, this also effects the web browser interface, i.e. after opening a vlc stream once I cannot access the camera via the web browser.
The only way to get vlc to connect again is to either reboot the camera (power off, then power on) or to use the eye4 application to connect after that i can connect again once, but once I disconnect the same thing happens

the vlc log says connection refused:
main error: connection failed: Connection refused by peer
http error: cannot connect to 192.168.0.13:10554

Is there an updated firmware that will fix this issue, or can I downgrade to earlier version that doesn't have the problem
